Alternatives to belt sander

Again, I know the greatest thing in the world is a 2x72 with all the attachments. Regardless, or size and configuration, I am awaiting belts for my less than optimal sander. However, the question comes to mind, what other alternatives are available? Especially, when there is a fair amount of detail or tight areas on a knife. For instance a cap lifter integrated into a fish knife blade, or the heel area (also a cap lifter) on a lady's leg knife. At some point I assume one goes back to files, or angle grinders, or dremmel or something. Just curious on the technique,
 
Any and all of the above. Files will take you a long way and sometimes are the only tool for the job. A jeweler’s saw can do great things like turn a drilled hole into the cap lifter shape.

A dremel is an indispensable tool but hardly a precision instrument on steel. Sandpaper wrapped around various diameter dowels is how a huge proportion of knives are finished, regardless of whichever tool made the primary shape.
