chrome vanadium and carbon steel damascus?

Chrome Vanadium steel is basically just a simple 10XX steel with a dash of Vanadium added. There is probably more pattern welded/Damascus steel made with 1084 & 1095 than everything else combined. So yes, it can be made and makes a very good blade if done right.
 
Using wrenches and sockets to make pattern welded/Damascus steel would be a waste of time and money. You'd be much better off buying some 1084 & 15N20 from Aldo. I don't want to sound rude but it sounds like you are a long way from having the ability to make pattern welded steel if you're asking about using wrenches & sockets. Do a search and see what other people use. They use it for a reason. If wrenches and sockets made good Damascus everybody would be doing it. People who take the time to make their own Damascus produce top quality knives. If you wanna end up with a quality product you should start with quality materials.
