I would answer you but I don't know enough about it to even lie about it. But I have often wondered.

I'm not sure of exactly what the result would be, but I can tell you you'd need to cook it for a long time....and I mean hours. You also might get some porosity depending on how you mixed it in. The only way to know for sure it will work is to take your steel into the liquid phase at which point you're smelting, not making damascus any more...

The melting point of graphite is 4600 F. You might get some sublimation off the graphite but it will be difficult to control how much carbon is available to diffuse into the steel materials. The steel mills throw the stuff into a molten ladle full to improve carbon content, but I don't think you're going there.

I'd suggest welding up your billet and getting it down to where you want it to be then pack carburize it.
