How to obtain this finish?

This is not my knife but my customer likes this flat finish. It looks like just the scale hasn’t been sanded off. However it looks really dark. Unless the photo has been enhanced. CB2B717B-085D-4406-ADD3-9EB76B413FD4.png
 
That's the scale that's usually present after heat treating. Sometimes folks leave it, then carefully finish grind....the blades itself looks like they tried to grind to about a 120.... but missed/left a lot of heavier grits scratches in there.
 
Many black smith shops sell a product that leaves that finish. I think DL Drew on another forum discussed it once.
But as others have said, you can obtain that finish from heat treat. If you check out my bushcraft machetes that’s from heat treating.
 
Ok I am going to give it a shot. He wants a bushcraft knife with the smaller bevel so we will see if it’s too much “scale finish” I’ll post a picture when done.
