1095 fillet knife?

I have some really thin 1095 and someone asked if I could make a fillet knife from it.
Is it possible to heat treat 1095 for maximum flexibility, and if so... Whats the procedure?

blade flex is determined by blade shape and material thickness not necessarily heat treat. i would shoot for Rc60-62.
