What kind of steel? How long? how thick? These will help. I would personally with such a complex shape stock removal/forge it then heat treat it and grind it hard. Less likely to crack or warp instead of grinding bevels then heat treating.
5160 you could do the above, then draw the back of the edge softer with a torch.
