The forum will keep track of what you've read and haven't. (It does this via cookies stored on you computer so you have to have that enabled.)
The first picture shows you to click the "New Posts". You can find this under the Forum or What's New menu selections that are underlined.
This will bring up messages that are new that you haven't seen.
The little blue chevrons (red pointer) will take you to the end of the thread that you have read to so far. It is the one I always click.
The envelope icon (yellow circle) that has red means you have commented in this thread.
The blue envelope (green circle) means you have not commented in this thread.
