What the heck does 5 gold stars mean

I see posts with 5 gold stars. What does that mean and who makes the decision? Never seen one 5 star post in the folding knife sub-forum.

On the Top of each thread there is a drop down box, "Rate This Thread"
Click on there and you have your choice of rating a thread from Terrible, Bad, Average, Good & Excellent. all the way up to Five!
