I always buy CRA1095 for my damascus because I don't have to worry about the scale causing problems in my welds. the chemical comp. should be the same rather it is hot or cold rolled.
I use my lathe almost every week, just not for knife work. As far as tooling goes, to cut slots you will need a vice and end mills smaller than your finish cut and a chuck or collet to hold them. that will get you started.
Jason, if all you are doing is bring out the hamon you can just put your mark on after you etch and it should show up fine. It is harder to see on top of damsacus.
