1095 is notorious for having hard spots. We stopped using band saws on 1095 years ago after losing too many blades to hard spots. You can anneal a hard spot a couple different ways.
1. Anneal the whole bar using a forge or oven. 2. Spot heat with a torch to cherry red and let it cool slowly 3. Put a metal dowel pin (or upside drill bit) and with the drill on the fastest setting run the flat against the spot with lots of pressure until it heats up to a dark cherry red. This method is fairly quick and will at least soften the hard spot you need to drill.
